Idaho uses a 'Price Lock' system — hunters who maintain consecutive annual licenses receive discounted fees. The Sportsman's Package (residents only) bundles deer, elk, turkey, bear, mountain lion, wolf, salmon/steelhead, and archery/muzzleloader permits. Nonresident draw quotas apply for elk and deer in some units. Moose, bighorn sheep, and mountain goat require draw permits (2-year publication cycle).
